Lieutenant General Luís Manuel dos Santos Newton Parreira was born in Lisbon on 20 April 1952, accordingly he is 58 years of age and has 40 years of effective service. He was promoted to his current rank on 10 February 2010.
He is qualified with the Military Academy Cavalry Course, the Army Captain Promotion Course, the Army Command and General Staff Course and the Army Superior Command and Management Course. His military education also includes four courses held abroad, among which the Spanish Army Staff Course.
Throughout his career he has rendered service in several Units, establishments and organisms of both the Army and the Guarda Nacional Republicana and within the Ministry of National Defence.
As a Subaltern Officer (1975 a 1979), he was Platoon Commander and Squadron Commander at the Cavalry Practical School. Following his promotion to Captain, he performed duties as Student Body Instructor at the Military Academy, Commander of the Training Squadron at the Army Police Training Centre and Commander of the Army Police Operational Squadron at the Lisbon Lancer Regiment.
After having been promoted to Major in 1986, he was Deputy of the Army Chief of Staff, Aide-de-Campe and, subsequently, Deputy of the Minister of National Defence.
As Lieutenant Colonel, rank to which he was promoted in 1994, he carried out functions at the Army Chief of Staff Office as Head of the Documentation, Information and Public Relations Office and, later, as Head of the Information and Public Relations Service. In 1996 he was appointed Deputy Commander of the Cavalry Practical School and participated in the Army Light Aviation Group after 1998.
Upon promotion to Colonel in 1999, he commanded the 3rd Cavalry Regiment in Estremoz and, then, the Army Light Aviation Group.
After being promoted to Major General in 2005, he was appointed Commander of the 2nd Territorial Brigade of the Guarda Nacional Republicana (wherein the area of responsibility encompassed the districts of Setúbal, Lisbon, Leiria and Santarém). Following the GNR restructuring process, which took place on 01 January 2009, he became Commander of the Intervention
Unit, position that he held until March 2010, at which time he was appointed Inspector of the Guarda Nacional Republicana.
He assumed office as General Commander of the Guarda Nacional Republicana on 11 January 2011.
His service sheet consists of twelve commendations, among which one was granted by the Minister of National Defence, one by the Minister of Interior, four by the Army Chief of Staff, four by General Officers and two by other entities.
Some of the most important decorations he was awarded include a gold and three silver Medals for Distinguished Services, a 1st Class and a 3rd Class Military Merit Medals, a 1st Class and a 2nd Class Don Afonso Henriques Medals, a gold and a silver Medals for Exemplary Behaviour, and a Spanish Army Military Merit Medal.
Lieutenant General Newton Parreira is married and has two children.
